When the War of Humanity broke out several hundred years ago, some of the fringe systems formed their own confederacies, or just went independent, but most joined in the Alliance. The Alliance has a democratic, representative government which is still rather young and idealistic. It was powerful enough, however, to fight the Empire to a standstill, and although the Empire has never formally recognized it as a government, it doesn't attempt to interfere, except occasionally with the systems near its border. Alliance traders are welcome at most Empire systems.
