The Terran Empire contains about 30 occupied systems, and a few unoccupied. The Terran Empire used to comprise all of the human systems (except the New Prussian systems), but many people on the outskirts felt they were being unfairly treated, that the core worlds were being favored. So they seceded. The majority formed the Alliance, which after a few hundred years has essentially been recognized by the the Terran Empire, and they coexist fairly peacefully. The Empire considers the small confederacies and independent systems surrounding these two governments to be fair game, however, when it rouses itself.
